Avoid all Active Support components

From the inception (!1 (merged)) and currently we are loading all Active Support components. That caused a blocker to update Ruby to 3.0 shown in gitlab-org/gitaly#3446 (closed) (cf. upstream bugfix https://github.com/rails/rails/issues/41375, which will be only in Active Support 7.0)
