Add rotation_configuration gitlab_personal_access_token

Both the gitlab_group_access_token and gitlab_project_access_token resources offer the rotation_configuration attributes. It looks like that config was added as recently as two months ago and bugfixed just within the last few weeks!

After searching the issues here for "gitab_personal_access_token" and "personal_access_token" yielding no results, and no similar requests being found under the search, "personal access token", I figured adding a feature request would be appropriate.

I am requesting the same be added to the gitlab_personal_access_token resource. @PatrickRice, your bio mentions to @ you, so hi! Seems like you implemented this solution nicely (including a couple bugfixes on the group access token resource, so hopefully this is something you might be able to address on the PAT as well.
