Additional Mobile Settings for Social Icons

We have an issue displaying social icons properly on mobile (see screen shot below). Similarly there are issues hiding that region entirely if it is not needed / used.

To improve this, on the mobile settings page we should have options to:

1. Set the height of that header
2. Set the backround color

These settings would allow those wanting to display social icons to alter the layout accordignly. Similarly those who did not want to use these features could set the height to zero and make the background transparent.

We need to double check there are not already settings for these and decide where to put the settings.
