New Job(s): Contract Killer/Contract Target

This Job would allow people to specify a target and a payout amount: the Contract Killers would receive a notice (and should have a way to list active contracts). Possible requirements could be that the target must have Wanted stars, and the contract can only be "written" by a victim during the window when they can claim /911 attemptedmurder, etc.

Another variation would be that there must be someone playing as Contract Target (for high money per hour and high extra XP in case of murder). Someone must be playing as the opposing Job in order to remain as either Contract Killer or Contract Target, or they become Unemployed after N minutes. (See similar opposing Job suggestions.)
