Boat Improvement: add a Sport Fishing /patrol, or Pirate, or Cargo Trawler, or Police boat patrol

from my suggestions: "Fisherman: encourange randomly boating around by using a similar /patrol mechanic... OK, this time I'm just kidding Hmm, but we could use something like that with a new boating Job... Maybe Pirate? Cargo Trawler? even Police boat patrols at sea"

In retrospect, it is not a bad set of ideas. Specifically:

1. perhaps add a Sport Fisherman Job that does a patrol-like function around the island to do fishing in more spots than just the current fixed ones; or just add it to the current Fisherman Job

2. add a Pirate Job that has to take boats to various interesting places and /loot them

3. add a Cargo Trawler Job that has to /load from one dock and then go to another randomly assigned one and /unload

4. perhaps a Coast Guard Job that does a patrol-like function around the island, or just add it to the current Police Job
