Spectator Mode for Races

From myself: "race suggestion: Spectator Mode for a) people who were to late to join a race but still want to watch, or b) people who have already finished the race When in Spectator Mode, you just get the POV of one of the racers who has not yet finished (perhaps you can choose who, but not necessary for first version maybe)"

If someone joins a Race that is already full, or just wants to Spectate, or has already finished the Race, a Spectator Mode would be nice where they jump to the person next closest to finishing, or to be able to specify who to watch.
