This is the first commit on this repository, which shallowly copies the
cpp-template repository contents, without preserving history.

The only change to the repository's contents is in the .gitlab-ci.yml to
update a reference to the old "cpp-template" repository name; otherwise
one of the CI jobs fails.

This is enough to satisfy the requirements laid out in YAN-453.
