Fixes for NetBSD/alpha:
  - Provide a proper PCI-ISA bridge
  - Set PCI device IDs correctly
  - Pass -nographic flag to PALcode
  - Update PALcode to set up the Console Terminal Block
  - Honor the Floating-point ENable bit during translate.
