Add testing framework + CI

We need at least JEST, probably also Cypress.

Logger repo has an example of Jest installation: https://gitlab.com/slipmatio/logger

And the scripter repo has the most latest Cypress setup: https://gitlab.com/slipmatio/event-program-builder/

Both have examples of a working CI pipeline setup

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
