Several fixes and improvements.

- General
  - Added a fix for macOS' Xcode 14.1

- cppTango
  - Use cppTango's develop branch again because macOS is now supported.

- pyTango
  - Use develop branch again because macOS support has been merged into it.

What's interesting?
- New settings, see README.md.
- Setting of DYLD_LIBRARY_PATH is no longer necessary. I have figured out how to tell macOS where to find the libtango.dylib.
- TangoDatabase works now on macOS, too.
- Ready for header file separation in tango-controls/cppTango!952.

- Builds now on Apple Mx CPUs.
- Honours an already set `TANGO_INSTALLATION_DIR`.

- Reintegrated docker and podman to give the user a choice.
- Added fancy being/end messages to indicate where a build/install begins and ends.
- Update to match latest main/develop branches.

Noteworthy: Now with only a few patches for pytango's develop_9.4 branch.

First version that appears to do the job in a decent way.
