Automatic resource transfer policy

When a resource needs updates and appears to be abandoned, allow admins to create/forward a "Transfer Request"

When an admin requests transfer a notification/e-mail is sent to the current maintainer which includes

1. A nice message informing the author that a transfer was requested
2. Optionally the name of the new author if one has requested it specifically
3. A button which redirects them to the site where they can accept or reject transfer

IF THE RESOURCE IS PRIVATE and after rejecting transfer the author may appeal the transfer request by doing one of the following

1. Suggest a different author
2. Agree to update the plugin under a certain deadline
3. Request the resource be taken down
4. State why the resource is not in-fact broken or cannot be fixed (due temporary game changes or another miscellaneous constraint)

IF THE RESOURCE IS PUBLIC and after rejecting transfer it is implied the author has appealed for..

1. More time to bring the plugin into a working state (for which a generous and loose deadline is given)

A rejection of transfer or no response within some time allotted will result in the transfer request being escalated for admin review.
