First release with `grafonnet` dashboard templating.

Breaking Changes:
- Grafana 7.2 is now required due to the use of `$__rate_interval` for better zoomed in `rate` query panel display - See [Grafana blog](https://grafana.com/blog/2020/09/28/new-in-grafana-7.2-__rate_interval-for-prometheus-rate-queries-that-just-work/)
- service dashboard uid's are now `spinnaker-$spinSvc`, aka `spinnaker-clouddriver`. 
- additional dashboard uid's and names are now 'spinnaker-x-y', eg: `spinnaker-aws-platform`
- Kubernetes pod/container metrics are added for all Services, these will be blank for non Kubernetes deployments and/or those without `kubelet` Prometheus metrics.

Last release with raw json dashboards and support for Grafana < 7.2.
