This commit reworks the README file to be less technical and focus on communicating the purpose and utility of the git repo. Several links are also added to the README that were missing before, like a link to the published docs website and a link to open an issue about the docs. Additionally, the current default content license for Fedora is committed into the repository. The full license text is used so that the GitLab license detection API is able to recognize the license and label the project correctly. The license was updated from CC BY-SA 3.0 to the CC BY-SA 4.0, Fedora's current default content license. Signed-off-by: Justin W. Flory (he/him) <jwf@redhat.com>
