Provide a toast notification when a launcher update is available

When the launcher is running and detects an available update to the launcher itself it should provide a toast notification allowing the user to "ignore" or "install now"

If they choose "install now" it will close all existing windows, open a UI dialog with the download progress and, upon completion, run the same self updating logic as the splash screen currently uses
