The license needs fixing

This repository was created by placing the contents of https://github.com/wireshark/wireshark-ubuntu-dev-docker into dev/ubuntu and https://github.com/wireshark/wireshark-windows-dev-docker into dev/windows. wireshark/wireshark-windows-dev-docker was created by forking wireshark-ubuntu-dev-docker. As a result we have two identical LICENSE files in each subdirectory instead of the top-level directory.

This can be easily fixed by moving one to the top-level directory and deleting the other, but each one says

Copyright (c) 2019, Dario Lombardo

@crondaemon would you prefer to keep the copyright as-is or change it to something else?
