Shorten global map marker notes like vanilla (bug #7619)

Fixes #7619 (closed).

This replicates these differences of the behavior of the global map tooltip I observe in Morrowind.exe:

  • Individual notes are not multiline, nor do they have word-wrapping
  • Only the first 60 characters are shown
  • Only the first line is shown
  • Omitted text is replaced with ....
  • The note can make the tooltip wider than 300 pixels

Demonstration. The 1st marker note is just abcde, the 2nd marker note is abcde<newline>fghij, the 3rd marker note is the English alphabet written 5 times on the first line and once on the second line.

For the record cut off is not avoided for local map marker tooltips in Morrowind.
