Introduce the interface command which returns the network interface name
corresponding to the cdc-wdm or wwan character device. Unlike the config
command, this works without an open device or established connection and
returns an error if no interface was found.

Use this in the wwan script to ensure its stop action flushes addresses
and sets the link down even when the IP connection has already closed.
