Ref/scripts tasks

Julien Enselme requested to merge ref/scripts-tasks into master

Switch almost all Python scripts to custom tasks. This is possible and is more coherent with how aurelia-cli works. The goal is also to make the scripts folder only contains JS scripts required by the browser.

There is still the build-config.py script at this point. It will be migrate in a another PR in which we will improve how the application is configured.
