Fix some errors

This is an NPE regarding client-side conflation and SimplePrimitiveId
not allowing negative ids.

Better client-side conflation

This mostly ensures that the same code paths are used as for client-side
conflation, as for server-side conflation.

The client-side conflation adds the same keys that the server side
conflation does, and then the conflation process continues on to the
code that deals with server-side conflation information.

Perform some client side conflation

The user will be asked for confirmation, although they can skip through
the standard JOSM only this action/only this set/forever

Fix an issue with putting actions in the toolbar

Also, try to work around an issue where a too-large bbox (dependent
upon OSM data density) would cause the service to time out.

Attempt to automatically populate defaults

This only occurs if there are no enabled URLs

Avoid adding cycle actions on JOSM r15923+

Modify stub ends error message to allow easier classification.

Stub ends now are in meter categories, as defined by Math.round (may
change to Math.floor later).

Remote sources should now be able to send a mapwithai:source tag in
order to ensure that the appropriate source is always given, regardless
of settings in JOSM (NOTE: can be overriden at upload).

URLs are now better matched for the source tags, so parameters matter.

Ignore dams in routing check, unless other conditions are met.

Add method to cycle through layers

Modify stub ends test to check for 5m instead of 10m, and ignore
noexit=yes
Correctly count nodes added (for addresses)

Add validation tests for addresses

* Point out potential mis-named roads (experimental)

* Fix an issue with external sources (specifically, with osm-like
servers that return positive ids)

Try to ensure that the unique id counter is only incremented individually.
