Break from upstream

Seth Parker requested to merge fork-break-updates into develop

This MR officially breaks the fork from the upstream ACVD project. This project will now develop in parallel.

Changes:

  • Rearrange CMake project
  • Use built-in CMake doxygen support for docs
  • Add CI tests
  • (vtkSurface) Fix missing linkage to vtkFiltersParallelDIY2 when built. See #2 (closed).
