Bootstrap Project for lighting-control

Code to create and deploy to Nomad clusters. Deployment leverages a simple .gitlab-ci.yml using GitLab runners & CI/CD; then switches to custom [deploy] to deploy docker containers into nomad. Also contains demo "hi world" webapp.
