Clarifies where to open issues

  • Since this repository is not owned by one single team, we should drop a hint as to where issues should be opened.
  • For tech debt or general target issues for chatops, we can safely use the issue tracker.
  • For team specific items, the team member should determine ownership of said feature work and leverage that teams issue tracker as necessary.
    • I provide no hint at how to do this since team pages are scattered about and I'm not sure of a good central location to link to in the handbook
