Add documentation for beta_feature release post template

In the 16.4 releases post retrospective, we identified the need for a new type of release post item for beta features. See this related MR: Add a beta release post section and template (gitlab-com/www-gitlab-com!132318 - merged)

This MR adds documentation on using that release post sample when adding beta or experimental features.
