Why is this change being made?

We've already had the Ruby Chat meeting documented in the handbook (thanks Hunter!!) - I thought it would make sense to also add the Frontend and Golang meetings and realized that they are probably all about the same in terms of topic and description, thus I combined the descriptions and also added links so that people from outside the team could also join (I mean, why not 😄 )
