Formalise best practice around flag rollouts

Why is this change being made?

This change is to formalise a best practice around flag rollouts for groupimport and integrate.

It recommends we prefer to release features with the flag enabled for 1-3 weeks before removing the flag, rather than the usual process of removing the flag quickly upon verification in production. This allows a period of time where a feature that causes an incident can be toggled off to mitigate the incident quickly.
