Resolves Update incident management handbook to engage r... (gitlab-org/gitlab#444198 - closed) to document that release-managers should be brought into the incident earlier during investigation. A considerable number of incidents are attributed to code changes where they may able to assist with rollback, revert or expedited deployment options. Delaying that engagement may mean that certain migrations have completed and less delivery/mitigation options. This was raised as incident review action
