Add blueprint for CDot error reporting

Why is this change being made?

This is an immediate requirement from SOX compliance and groupfulfillment platform is taking over some of the work previously owned by groupprovision .

From a SOX compliance perspective, it is crucial to identify and track any errors that occur during the purchase/update or provisioning of subscriptions within the CDot application. Currently, we utilize the Provision Tracking System to monitor the provisioning process when a subscription is created or updated. However, there are several areas where errors are not being fully monitored by the system, and it is essential to address these gaps to ensure comprehensive tracking.
