What

The MR updates PG upgrade template Quality tasks. As discussed within teams, Test Platform engineers are on standby during PG upgrade, but triggering the pipelines and checking for results - pass/fail - can be done by anyone with the team.

Why

This change allows to streamline the process further and works similarly to dev escalation - engineer is on standby and only involved when there is a failure.
