Update links to docs readme files 3

Description

As part of other work on docs links, I found that we still link to README.md files extensively from the handbook, but those pages have all been renamed to index.md. When typing in URLs, this means you don't even need the index.html, you can now just drop the README.html. For example: https://docs.gitlab.com/ee/README.html -> https://docs.gitlab.com/ee/

This MR updates all the "readme" links in:

  • data/release_posts
