Add Release Evangelism MVP workflow to Developer Evangelism handbook

Why is this change being made?

Release Evangelism is an established workflow in the Developer Evangelism team. Most recently, we started to experiment with more community engagement ideas, increasing visibility for contributors. One experiment is to give shoutouts and thank the MVPs, by a Developer Evangelist sharing the MVP screenshot on social, and asking @sytses to engage in the #ceo Slack channel.

This MR documents the Release Evangelism MVP workflow, moving it from an experiment to a monthly workflow. The release evangelism issue templates are updated in https://gitlab.com/gitlab-com/marketing/corporate_marketing/developer-evangelism/code/de-bot/-/merge_requests/20 for 14.10.

In addition, this MR adds some high-performance release evangelism share metrics and MVP share metrics.
