Resolve "Update MR rate desc and link for gitlab.com availability slo trends metric"

Gitlab.com Availability Apdex SLO Trends Link for https://about.gitlab.com/handbook/engineering/development/performance-indicators/#gitlabcom-availability-apdex-slo-trends is broken.
Update https://dashboards.gitlab.com/d/general-slas/general-slas?viewPanel=6&from=now-7d&orgId=1&to=now to https://dashboards.gitlab.net/d/general-slas/general-slas?from=now-7d&orgId=1&to=now
Can we update MR Rate on the page to Yellow. Can you also update the description. Remove the 3 bullets and put in the following:
- We have seen our MR Rate drop below the 7-9 range.
- We have seen impact from our focus on Reliability and Security (less MRs than feature development).
- We have seen impact form the war due to employees being unavailable to work and less focus on GitLab.
- We have new hires starting who will start with lower productivity.
