Update Package direction for March 2022

Why is this change being made?

As per Product#3968 (closed) this MR updates the Package direction, maturity targets, and exciting things.

The maturity targets slipped slightly for the container registry because we've added more content to the epic and we have additional items such as security issues and limits.
