Remove aspirational and committed OKR usage in Ally

Why is this change being made?

This in itself seems to have been aspirational - the Ally UI doesn't make it particularly clear which is which, and using an export for FY23 Q1 shows that under 2% of our OKRs for the current quarter used the committed goal type.

As these are ultimately interpreted by people anyway, we can probably remove this and rely on people to know the difference.
