List those countries with hiring limitations

Context

As a hiring engineer manager, I use a Greenhouse template to reject candidates when we cannot hire in their location due to limitations for that role. This template refers them to the handbook and in the handbook the country is listed as open to hiring.

Why is this change being made?

From a candidate's perspective, the information in the handbook on which countries GitLab can hire is misleading. We have an internal hiring status indicating limitations where we cannot hire for certain roles.

This MR adds an identifier using a star (*) to those countries where we are open to hiring, but only for certain roles.
