Remove unused Engineering sub-directories

Why is this change being made?

/sites/handbook/source/handbook/engineering had a few sub-directories that didn't appear to be needed any more:

  1. dev-backend: this refers to an organisational unit that no longer exists. There were still two files in here that were linked elsewhere, though: the production architectures for Gemnasium and version.gitlab.com (?!). I've moved those to the Infrastructure handbook.
  2. ops: similarly, this organisational unit no longer exists. There was already a redirect for the content that was still linked (the Secure section's handbook), and another page that wasn't linked.
  3. workload-management: this appears to have been added but not linked anywhere. We can add it back if it is in use.
  4. critical-release-process: this was simply a link to the correct place. We can use a redirect for that!
