Update Handbook Retrospective guidance

Why is this change being made?

The job that updates Retrospective issues happens on the 18th, before the job to label missed deliverable. Therefore, this section is always empty.

Per gitlab-org/async-retrospectives#17 (closed), this job was updated to run on the 21st.

As a result, the guidance in the handbook needs to be updated to reflect this.
