Based on multiple peoples' personal experiences, it's recommended that new engineers use the 15-inch MacBook Pro over the 13-inch model.

The quad-core processor over the dual-core in addition to the discrete graphics card should be able to handle future complex development environments, especially if the use of virtual machines/containers increases while occasionally video conferencing at the same time.

This could change in the future with the new Intel processors that fit a quad-core processor in a lower TDP for the 13-inch models.
