Remove references to ten-oh-announcement
Why is this change being made?
The Release Post announcement used to be updated on the homepage by modifying includes/home/ten-oh-announcement
.
That process has been replaced with a process that updates a yaml file in buyer-experience
.
This MR removes any references to the includes/home/ten-oh-announcement
partial but does not remove the partial itself.
