Make weekly status update async using GitLab issues

Why is this change being made?

To embody the GitLab CREDIT values and push the envelope of Async communication, this MR proposes a change in communicating weekly update by using GitLab issues.

For convenience, this MR also removes the Combined Team which it is no longer applicable because we host fullstack teams now.
