Speaking Resources: Update URLs, create tech talks YT playlist, add tips for CfP submissions, swag, etc.

Why is this change being made?

This MR started as a fix for a broken issue template URL, and adds more updates and fixes listed below, aiming to improve the speaking resource page from the latest feedback.

  • Update the CfP issue process to use the CFP-meta template (the CFPSubmission template was deleted a while ago)
  • Uploading the talk to Youtube mentions the GitLab Tech Talk playlist, which does not exist. Created it at https://www.youtube.com/playlist?list=PL05JrBw4t0KpNi9Wgvsu-_wdiFOYrL4LO added recent talks and updated the handbook. Traced the playlist addition back to !48824 (merged) - @johncoghlan maybe you know more context.
  • Fix Slack channel names, and add URLs for faster access
  • Improve the steps for the CfP submission process to make them more encouraging, adding details such as the speakers lean coffee to review abstracts together. Also link the Developer Evangelism content sources including newsletters as CfP events source.
  • Slides/assets need to link to the tools and tips handbook where the SSoT is also linked
  • Update URLs to the merchandise handbook, inviting to request stickers/swag
