Remove confusing AP label table in favour of data

The old table/approach of figuring out which AP label to use was really confusing. As a result the DB team never really used this, instead relying on data produced from Grafana.

With this commit I want to make this the official approach: instead of guessing what the impact is we should use a standard Grafana dashboard to drive our decision. This should make the process much easier and much more consistent.
