Update tools & tips handbook as SSoT for timezone/times tips, link from engineering handbook

Why is this change being made?

The Tools and Tips handbook is the SSoT for Google Calendar settings, timezones, local times, etc. !100525 (diffs) adds similar tips to the engineering handbook. This MR merges the details into the Tools and Tips handbook, and updates the engineering handbook to link to the SSoT.
