Add CFP abstract reviews examples to speaking resources handbook

Why is this change being made?

The speaking resources page needs more examples and emphasize on places where to get help drafting a talk abstract, or review slides. This MR changes the following:

• Emphasize on review help, and also move the Speakers Lean Coffee into the introduction.
• Add CFP abstract review examples from public issues into the speaking resources handbook.
• Remove the CNCF speakers bureau suggestion; the website was removed.
• Suggest to review the process steps on the website for speaking
