Document Dev Evangelism epics board in the "how we work" handbook section

Why is this change being made?

Document the epics board in the Developer Evangelism handbook, following the requirement that we use epics but they are not very visible. This MR is the first step to increase transparency on epics, and later also define a process to review open epics.
