Update engineering allocation table for Sec analyzer teams
Why is this change being made?
The engineering allocation table for the Sec analyzer teams is out of date. This MR corrects the corresponding rows.
- groupstatic analysis has a new EM: @amarpatel.
- groupstatic analysis now has 6 engineers.
- groupdynamic analysis now has 10 engineers.
- groupcomposition analysis now has 6 engineers.
- groupcomposition analysis is no longer assisting groupimport and is back to its floor percentage.
- groupcomposition analysis has a new Product Management stable counterpart: @sam.white.
