Add DRI for the What's new page in other assignments
Why is this change being made?
The 'What's new' page is no longer assigned to a specific stage or group, and is now owned by the release team (see https://gitlab.com/gitlab-org/gitlab/-/issues/364312#note_994293505). To ensure we continue to have a DRI for this page, adding it to the 'Other assignments' table and adding myself as the DRI.
