Why is this change being made?

Update functional leads for the working group, as this has evolved over time

Added additional functional leads for those who are (and should continue to) by invited to most meetings:

• @clenneville - Covering for @vkarnes since she is busy with other things
• @tpazitny - Should you also be a functional lead with @meks ?
• @lmai1 - Primary team member working on dashboards that facilitate the working group
