Why is this change being made?

This change is the result of a Next Prioritization Working Group discussion concerning issues that do not fit cleanly into one of the 3 defined types. The group decided this recommendation would be a minimally impactful change that should avoid having to force classification of such issues while also keeping them from counting against the undefined counts. It also clarifies the scope of the type labels is all issues and MRs under the gitlab-org namespace.
