Add handbook section on community reading group

This MR updates the Community Relations team handbook to include a description of a proposed reading/study group.

Seeking review and feedback from @jrachel1, @sugaroverflow, @cbacharakis, and @greg, as they expressed interest in joining the group in its initial iteration.
