Add definition for SMB Pooled AE to the Handbook

Why is this change being made?

On 8/1, the Commercial Sales Team is launching a new Sales Motion that changes the role of an AMER SMB Pooled AE. Slack message here.

Prior to 8/1, Pooled AE's owned a specific sub set of SMB customers, based on territories.
Post 8/1, all AMER SMB customers can be assisted by any AMER SMB Pooled AE, regardless of the customers location.
